Prevailing paradigms of transnational governance, frequently constrained by ossified sovereign boundaries and abbreviated utilitarian calculus, prove increasingly inadequate in adjudicating transboundary moral externalities, thus permitting unmitigated normative drift within the domains of autonomous systems, genomic editing, and ecological stewardship. Accordingly, this proposal advances a polycentric normative architecture that rigorously eschews ethical homogenization, instead grounding itself in deliberative pluralism and epistemic humility to operationalize cross-cultural consensus through binding multilateral compacts and decentralized, algorithmically transparent accountability matrices. By systematically integrating these normative protocols into both supranational jurisprudence and corporate fiduciary mandates, the framework will not merely serve as a prophylactic against systemic existential hazards, but will fundamentally recalibrate global institutional behavior toward sustained intergenerational equity and resilient planetary stewardship.
